ආරක්ෂක ලේකම් සම්පත් තුයියකොන්තා, උතුරු අත්ලාන්තික් ගිවිසුම් සංවිධානයට (නේටෝ) ශ්රී ලංකාව සමඟ සම්බන්ධ වී සහයෝගයෙන් කටයුතු කරන ලෙස ආරාධනා කර ඇති බවට ආරක්ෂක අමාත්යාංශය පෙරේදා (සැප්තැම්බර් 1වැනිදා) කළ ප්රකාශයට ශ්රී ලංකා කොමියුනිස්ට් පක්ෂය දැඩි විරෝධය පළ කරමින් ජාතික ජන බලවේග ආණ්ඩුවේ මෙම දිශානතිය පිලිකුලෙන් යුතුව හෙළා දකිමින් නිවේදනයක් නිකුත් කැර තිබේ.
ශ්රී ලංකා කොමියුනිස්ට් පක්ෂයේ ප්රධාන ලේකම් වෛද්ය ජී. විරසිංහ මහතාගේ අත්සනින් නිකුත් කැර ඇති එම නිවේදනයේ මෙසේද සඳහාන් වේ.
අමාත්යාංශයේ නිල මාධ්ය නිවේදනයට අනුව, කැනඩාවේ පැවති ආරක්ෂක ප්රධානීන්ගේ සමුළුවට සමගාමීව නේටෝ හමුදා කමිටුවේ සභාපති සහ නේටෝ සාමාජික රටවල දේශපාලන නායකත්වයේ ජ්යෙෂ්ඨ උපදේශක අද්මිරාල් ගුයිසෙප් කැවෝ ඩ්රැගෝන් ඇතුළු ජ්යෙෂ්ඨ නේටෝ නිලධාරීන් සමඟ තුයියකොන්තා සාකච්ඡා පැවැත්වා ඇත.
හමුදා නිලධාරීන් හුවමාරු කැර ගැනීම, තොරතුරු සහ විශේෂඥතාවයන් හුවමාරු කැර ගැනීම සහ උසස් තාක්ෂණය, සයිබර් හැකියාවන් ඇතුළත් හමුදා නවීකරණයද මෙම සාකච්ඡාවලදී ආවරණය වූ බව වාර්තා වේ. මෙම වර්ධනයන් ශ්රී ලංකාවේ හමුදා ප්රවේශයේ පැහැදිලි වෙනසක් පෙන්නුම් කරන අතර, සාම්ප්රදායික ද්විපාර්ශ්වික හවුල්කාරිත්වයන්ගෙන් ඔබ්බට ගොස් බටහිර හමුදා කණ්ඩායමක් සමඟ වර්ධනය වන පෙළගැස්මක් පෙන්නුම් කරයි.
නේටෝව සමඟ මෙම සම්බන්ධතාවය, දශක ගණනාවක් තිස්සේ ශ්රී ලංකාවේ විදේශ ප්රතිපත්තියට මඟ පෙන්වූ නොබැඳි පිළිවෙතේ මූලධර්ම උල්ලංඝනය කරන හානිදායක වර්ධනයක් ලෙස කොමියුනිස්ට් පක්ෂය සලකයි. ශ්රී ලංකාව යුරෝපයේ හෝ උතුරු අමෙරිකාවේ හෝ අත්ලාන්තික් සාගරයේ පිහිටා නැත. නේටෝවේ බල ප්රදේශය ශ්රී ලංකාවේ ආරක්ෂක අවශ්යතා සඳහා කිසිදු අදාළත්වයක් නැත.
නේටෝ යනු අධිරාජ්යවාදී අවශ්යතා ආරක්ෂා කරන ආක්රමණශීලී සන්ධානයකි. ඓතිහාසිකව, නේටෝ එක ආරක්ෂක මෙහෙයුමක් සිදු කැර නැත. ඒ වෙනුවට, එය යුගෝස්ලාවියාව, ඇෆ්ගනිස්ථානය සහ ලිබියාව තුළ ප්රකෝප නොකළ මිලිටරි මැදිහත්වීම් දියත් කැර ඇති අතර එමඟින් අතිමහත් මිනිස් දුක් වේදනා ඇති කෙලේය. එක්සත් ජනපදය ප්රමුඛ නේටෝ හමුදා කඳවුර ගෝලීය මිලිටරි වියදම්වලින් 70% කට වඩා දායක වේ.
නේටෝවේ බලවත්ම සාමාජිකයා වන අමෙරිකා එක්සත් ජනපදය වර්තමානයේ ඉරානයට එරෙහිව ප්රකෝප නොකළ ආක්රමණශීලී යුද්ධයක නිරත වන අතර, නේටෝ රටවල් පලස්තීන ජනතාවට එරෙහි ඊශ්රායලයේ ජන සංහාරයට සහ ඉරානයට සහ ලෙබනනයට එරෙහි එහි ආක්රමණයට දිගටම සහාය දක්වයි. අමෙරිකා එක්සත් ජනපදය ද නේටෝ සාමාජිකයින්ට දළ දේශීය නිෂ්පාදිතයෙන් 5% දක්වා ආරක්ෂක වියදම් වැඩි කරන ලෙස බලපෑම් කරමින් සිටින අතර එය අපේක්ෂිත ආක්රමණයක ලකුණකි.
චගෝසියානු ජනතාව වාර්ගික ඉවත් කිරීම හරහා පිහිටුවන ලද ඩියාගෝ ගාර්ෂියා හි නීති විරෝධී අමෙරිකා එක්සත් ජනපද කඳවුර ශ්රී ලංකාවට ආසන්නව පිහිටා ඇති අතර ඉරාකයට සහ ඉරානයට එරෙහි වොෂින්ටනයේ යුද්ධ අතරතුර නීති විරෝධී පැහැර ගැනීම් සහ ප්රහාර සඳහා භාවිතා කැර ඇත.
එවැනි සන්ධානයක් සමඟ සාකච්ඡාවලට ශ්රී ලංකාව සහභාගී වීම රජයේ උපායමාර්ගික දිශානතිය සහ බාහිර පීඩනයට ඇති සංවේදීතාව පිළිබඳව බරපතල ප්රශ්න මතු කරයි.
ශ්රී ලංකාවේ විදේශ ප්රතිපත්තිය නොබැඳි, ස්වාධීන සහ ජාතික ස්වෛරීභාවය තුළ මුල් බැස ගත යුතුය. නේටෝව සමඟ සම්බන්ධ වීම රටේ මධ්යස්ථභාවයට හානි කිරීමට සහ එහි වෙරළට ඔබ්බෙන් භූ දේශපාලනික ගැටුම්වලට නිරාවරණය කිරීමට තර්ජනය කරන භයානක අපගමනයකි.
ශ්රී ලංකාව නේටෝවේ ගෝලීය මිලිටරි න්යාය පත්රයට ඇදී යාමට ඉඩ නොදිය යුතු බව කොමියුනිස්ට් පක්ෂය නැවත අවධාරණය කරයි. රටේ ආරක්ෂක අවශ්යතා පවතින්නේ ලොව පුරා බහු ජාතීන් අස්ථාවර කිරීමට වගකිව යුතු සන්ධානයක් සමඟ පැටලීමක නොව, ඉන්දියානු සාගර කලාපය තුළ සාමකාමී සහයෝගීතාවයක ය. ශ්රී ලංකාව ගෝලීය බල අරගලවල ඉත්තෙකු බවට පත් නොවිය යුතුය.
ශ්රී ලංකාවේ කොමියුනිස්ට් පක්ෂය ඉල්ලා සිටින්නේ:
- රජය නේටෝව සමඟ සාකච්ඡා කිරීමේ ස්වභාවය සහ විෂය පථය වහාම පැහැදිලි කළ යුතුය.
- විදේශ හමුදා පැවැත්ම සහ ගිවිසුම් සම්බන්ධයෙන් පාර්ලිමේන්තුව පූර්ණ විනිවිදභාවයක් ඉල්ලා සිටිය යුතුය.
- “නවීකරණය” හෝ “සහයෝගීතාවය” මුවාවෙන් ජාතික ස්වෛරීභාවය ඛාදනය කිරීමට ගන්නා උත්සාහයන්ට එරෙහිව ශ්රී ලංකාවේ ජනතාව සුපරීක්ෂාකාරීව සිටිය යුතුය.
ශ්රී ලංකාව තම නොබැඳි විදේශ ප්රතිපත්තියේ සාඩම්බර සම්ප්රදාය අත් නොහැරිය යුතුය. අපගේ ජනතාවගේ සහ අපගේ ජාතියේ ස්වාධීනත්වය, ස්වෛරීභාවය, නොබැඳි විදේශ ප්රතිපත්තිය සහ දිගුකාලීන ආරක්ෂාව අවදානමට ලක් කරන ඕනෑම පියවරකට ශ්රී ලංකාවේ කොමියුනිස්ට් පක්ෂය දිගටම විරුද්ධ වනු ඇත.

The Communist Party of Sri Lanka condemns the invitation made by the Defense Secretary to join NATO with Sri Lanka !
The Communist Party of Sri Lanka has issued a statement expressing strong opposition to the statement made by the Ministry of Defense the day before yesterday (September 1) that Defense Secretary Sampath Thuiyakontha has invited the North Atlantic Treaty Organization (NATO) to join and cooperate with Sri Lanka, and has condemned this direction of the National People’s Power Government with contempt.
The statement, signed by the General Secretary of the Communist Party of Sri Lanka, Dr. G. Weerasinghe, also states:
According to the Ministry’s official press release, Thuyacontha held discussions with senior NATO officials, including Admiral Guiseppe Cavo Dragone, Chair of the NATO Military Committee and senior advisor to the political leadership of NATO member states on the sidelines of the Chiefs of Defence Conference in Canada.
The discussions reportedly covered exchange of military personnel, sharing of information and expertise, and military modernisation involving advanced technology and cyber capabilities. These developments indicate a clear shift in Sri Lanka’s military posture, moving beyond traditional bilateral partnerships and signalling a growing alignment with a Western military bloc.
The CPSL views this engagement with NATO as a deeply unhealthy development that violates the principles of non-alignment which have guided Sri Lanka’s foreign policy for decades. Sri Lanka is neither in Europe nor in North America, nor is it located in the Atlantic Ocean. NATO’s remit has no relevance to Sri Lanka’s security needs.
NATO is an alliance for aggression, protecting imperialist interests. Historically, NATO has not carried out a single defensive operation; instead, it has launched unprovoked military interventions in Yugoslavia, Afghanistan, and Libya, causing immense human suffering. The United States-led NATO military bloc contributes to over 70% of global military spending.
The United States, NATO’s most powerful member, is at present engaged in an unprovoked war of aggression against Iran, while NATO countries continue to support Israel’s genocide against the Palestinian people and its aggression against Iran and Lebanon. The US has also been pressuring NATO members to increase defence spending to 5% of GDP, a sign of anticipated aggression.
The illegal US base at Diego Garcia, established through the ethnic cleansing of the Chagossian people, lies close to Sri Lanka and has been used for illegal abductions and attacks during Washington’s wars against Iraq and Iran.
Sri Lanka’s participation in discussions with such an alliance raises serious questions about the government’s strategic direction and its susceptibility to external pressure.
Sri Lanka’s foreign policy must remain non-aligned, independent, and rooted in national sovereignty. Engagement with NATO represents a dangerous deviation that threatens to compromise the country’s neutrality and expose it to geopolitical conflicts far beyond its shores.
The CPSL reiterates that Sri Lanka must not allow itself to be drawn into NATO’s global military agenda. The country’s security interests lie in peaceful cooperation within the Indian Ocean region, not in entanglement with an alliance responsible for destabilising multiple nations across the world. Sri Lanka must not become a pawn in global power struggles.
The CPSL calls upon:
- The Government to immediately clarify the nature and scope of its discussions with NATO.
- Parliament to demand full transparency regarding foreign military presence and agreements.
- The People of Sri Lanka to remain vigilant against attempts to erode national sovereignty under the guise of “modernisation” or “cooperation”.
Sri Lanka must not abandon its proud tradition of non-alignment. The CPSL will continue to oppose any move that compromises the independence, sovereignty, non-alignment, and long-term security of our people and our nation.
